A National Scenic Byway is a road recognized by the United States Department of Transportation for one or more of six "intrinsic qualities": archeological, cultural, historic, natural, recreational, and scenic. The program was established by Congress in to preserve and protect the nation's scenic but often less-traveled roads and promote tourism and economic : Scenic byways are roads that can be safely traveled in a standard passenger car or Recreational vehicle. 2. Scenic backways are of two types: a. Type I – Roads that are paved or have an all weather surface and are negotiable by a normal touring car. These roads are usually narrow, slow speed roads.
